My 3-year-olds like the following Android apps (which they play on my Kindle).
Educational:
My First Words - It has different modes so kids can spell words by matching up letters, or on their own
Go Go Kiddo - has a lot of different games, but the one we use involves tracing numbers and then clicking on them among other moving objects
Monkey Preschool Lunchbox - this is too easy for my 3 year olds, but they love playing it anyway
Any drawing app, for practicing forming letters and numbers
Other:
What’s Different - find the object that’s different from the group (based on varying criteria)
Kids Match’em - memory/concentration matching game

I recommend Kids Place for parental control.
- very easy to operate;
- kid has access only to applications chosen by you; no access to your personal data, general settings and stores;
- you can set a timer! after a certain time, everything locks
