As long as you keep it to baby channels like playhouse disney, then it will surely be of help. They really catch their attention, especially those shows with a lot of colors and variety of sounds.
I think that much of what my baby learned was from watching those cartoons as I could see her really focus there and move to the sound of music which was amazing.
Though you have to limit the exposure and keep it a point to stay from a proper distance so as not to strain the eyes.

Well Television need not to be the source for it, even if you communicate to him or her in English or otherwise there will be a improvement in its communication skill.
