I am just wonder whether a toddler need to be able to recognise all 26 alphabets before can learn how to read??

No, in order to read a word via Phonics a toddler needs to know how to a 1) blend and 2) the phonographs/letters in that word.

They can learn all of the letters/sounds first, but it isn’t necessary.
