It sounds like a lot of instructions lol
However its all useful information, and reassuring that it is written down as a guide to keep beside you, and you don’t have to learn it all off by heart 
I think its very clear - doesn’t say much more than we were told when we sent out our little ones for the first time (more years ago than I care to say lol) except that we were given these rules and hints by word of mouth.
It also keeps you up to date with changes in regulations which may apply by the time a second or subsequent child starts at school.
